Literacy, Learning, Libraries - Join the nationally recognized King County

Resources. KCLS, an independent taxing district with an annual operating
budget of $109 million, is comprised of 48 community libraries and serves
over 2 million ethnically diverse residents over 2300 square miles.  In
2004, voters supported a $172 million capital bond to renovate, expand, and
build new libraries across King County - in 10 years, KCLS has opened 13 new
libraries, expanded 11, and renovated 11.  The 1,200 innovative and
dedicated staff (883 FTE) serves its residents in the library, in the
community, and through its virtual presence. Staff  reaches 10,000+
non-English speaking families with the Library's early literacy services and
programs.  The Library also has twelve Library2Go! vehicles providing
convenient access to many library services for customers of every age.
These community services and programs propelled KCLS to be named Library
Journal's 2011 Library of the Year and the 2012 Outstanding Civic
Organization by the Municipal League of King County.

In planning, organizing, and directing the Library's Human Resources, the
Director of HR is responsible for directing the "people functions" of the
Library- building trust and confidence with 1,200 full-time and part-time
staff at all levels at KCLS while demonstrating leadership and modeling the
organizational values of the system. KCLS knows that staff is its greatest
asset and the successful candidate will be responsible for (1) designing and
implementing a staff development and training component; (2) providing a
conduit of communication from staff to management and management to staff;
(3) serving as the Library's labor relations representative working with
union negotiations, conflict resolution, and mediation; (4) developing,
recommending and implementing human resource policies and programs in
accordance with KCLS goals and objectives and in compliance with all laws
and legal requirements; (5) managing recruitment and selection processes;
(6) selecting, developing, motivating, evaluating, and directing the work of
HR department staff; and (7) developing and administrating classification
and competitive compensation programs.  This position reports to the Library

Qualifications: Required qualifications include a Bachelor's degree in Human
Resources Management, Public Administration, or a related field; a minimum
of five years of human resources management experience,  and evidence of
training, experience, or study in personnel policy, classification, pay and
benefits, or risk management; or any combination of education and experience
that demonstrates the ability to successfully perform the requirements of
the position.  This position also requires the ability to obtain a
Washington State Driver's license.  A Master's Degree, union experience, and
experience working in a public sector environment is preferred.  

 

Compensation: the hiring salary range is $111,246- $122,371 with a
competitive benefits package.
