[Mcls-print-storage] Redefining the Academic Library report

I may be late to this party but I just saw this report and am passing it 
along to anyone who hasn't yet seen it. SCS merits a mention in the 
section on data-driven deselection. Many of the issues we've been 
discussing are highlighted in the report. It looks like this report was 
done around mid-2011.
