Position Summary 

Under the direction of the Director, this position serves as the Library’s Finance Manager and manages and directs the Budgetary and Financial operations of the Library System. 




As Finance Manager, the position is responsible for all financial operations of AADL including budget preparation, budget tracking, purchasing and accounts payable, as well as banking and investments. 







Essential Duties and Responsibilities include the following; other duties may be assigned: 

    * The Finance Manager is responsible for supervising and evaluating the personnel on the Finance Team. 
    * Manages and monitors AADL’s financial system; prepares and manages AADL budget; oversees the payroll process; prepares pertinent reports; advises Library Director on financial condition throughout the fiscal year. 
    * Prepares monthly statements and reports on the financial condition of AADL for submission to the Library Board of Trustees. 
    * Prepares reports for local, state, and federal jurisdictions and agencies as required. 
    * Prepares administrative reports. 
    * Oversees fixed asset tracking. 
    * Oversees the management of the Library’s banking and investments. 
    * Coordinates and prepares documentation in support of the Library’s annual audit. 
    * Establishes and maintains effective working relationships with city and township financial officials. 
    * Ensures that adequate controls are established and documented. Reviews and improves procedures for the Finance department as needed. 
    * Understands the needs of all AADL departments and oversees budgeting and purchasing in support of Departmental goals. 





Minimum Qualifications include: 

    * Bachelor’s degree in public or business administration, accounting, or finance and five years of progressively responsible experience in a public governmental environment including supervision of staff. 
    * Educational background in governmental or business administration, accounting or finance. 
    * Five years of progressively responsible work experience in a supervisory or management role. 
    * Experience in supervising the work activities of technical and clerical staff. 
    * Ability to express facts and ideas effectively both in writing and through public presentations. 
    * Extensive familiarity with spreadsheet and financial management software including Tyler Incode/ERP 10. 





Preferred Qualifications include: 

    * Qualification as a CPA is desirable. 
    * Considerable knowledge of laws and practices related to the operation of a governmental unit.
