[Michlib-l] Non-Resident fees

Those who charge non-resident fees, would you please what method you use to
determine this.

Our Township Board is urging us to charge usage fees for the non-residents
to use any of our services, even the public computers so I am charged with
identifying everyone who walks in the door.
