[Michlib-l] penal fines reduced in election year

Michlib folks,
Thank you to all who wrote in response to this question.
 From the responses, it does not appear that sheriff elections are the 
biggest factor.  Some libraries' penal fine receipts even went up 
despite elections.
In our case,  I learned that the County Treasurer paid us 13-months' 
penal fines last year and thus paid only 11-months' penal fines this 
year.  That reduces our drop to "only" 13% if we compare 12-month periods.
I also learned that the new circuit court judge who was elected in Nov 
2014 changed some practices.
